BOARD OF TRUSTEES


The VRSEA Board of Trustees meets monthly to conduct the business of the Association. We also have several working committees, including the Legislative, Communications, Budget, Membership and Web Site committees. These working committees meet more frequently throughout the year to ensure that the needs of the membership are met and that the organization is running smoothly. The Annual Meeting is held in September each year and the date is posted on this web site in advance of the meeting.

SHELLEY MARTIN

PRESIDENT (2024)

Region: Northern

Worked for the State of Vermont at the Agency of Natural Resources for 17 years before retiring. During these 17 years, was also active with the Vermont State Employees Association always in an officer position, beginning with Bargaining Clerk ending as the President of VSEA. Chaired Committees, on the Board of Trustees, and/or served as an elected officer within the Wooden Horse Arts Guild, Vermont Cancer Survivor Network, Daughters of the War of 1812, Colonial Dames of the XVII Century, and Daughters of the American Revolution. Trained and served the U.S.Army as a Family Advocate and Recruiter. Always involved with the military as a daughter, wife, and mother to those who serve our country. A cancer survivor, practicing Reiki Master, Social Engineer, and continues to be involved in teaching within the art community.


JERRY SCHWARZ

Region: Monkton

Jerry was a Public Defender from 1977-1982 in Florida and from 1982-2015 in Vermont. He was managing attorney for the Chittenden County Public Defender's Office from 1990 to 2006 and was managing attorney for the Addison County Public Defender's Office from 2006 until he retired from state government in 2015. Since retirement Jerry has worked for the Vermont Lakemonsters for five summers and has substitute taught at Vergennes High School. Jerry loves sports and travels frequently to attend sporting events. Jerry resides in Monkton with his wife, Janet and has two sons one in Winooski and the other in Salt Lake City. For recreation Jerry love to hike, kayak, snowshoe and sail.



BRUCE HYDE

Region: Central Vermont

Bruce was a Vermont State Representative from 1994 through 2000, served as Vermont Commissioner of Marketing and Tourism from 2002-2010 and currently is the Chair of the Granville Selectboard. In 2015 he sold the Hyde Away Inn and Restaurant in Waitsfield which Bruce and his wife Margaret owned and operated for almost 30 years.

BETH TANZMAN   SECRETARY (2024)

Region: Shelburne

Beth retired in 2020 after twenty-seven years with the Agency of Human Services.  Appointed Deputy Commissioner for Mental Health by Governor Douglas in 2007 Beth worked to replace the Vermont State Hospital, served on the tri-branch Justice for Children Task Force, and led implementation of evidence-based community mental health services.  In 2011 Beth transitioned to the newly created Department of Vermont Health Access to help lead the Vermont Blueprint for Health program. In early 2013, as the opioid epidemic gained prominence, Beth led the design of the innovative Hub and Spoke treatment system. In 2016 Beth was appointed Executive Director of the Blueprint for Health by Governor Shumlin and re-appointed by Governor Scott in 2017.  She lives in Shelburne with her beloved husband of thirty-six years and is an avid tennis player and loves reading books.



VERN MACKEY

Region: Barre

Vern retired in January 2004 after serving 30 years in the Data Processing Field. He served 10 years with State Information Systems, then 20 years with the Vermont Department of Taxes.



CHARLY DICKERSON

Region: Montpelier

Charly is a 40 year resident of Montpelier, who earned a Masters in Public Administration degree from the University of Vermont in 1987 and retired from the State of Vermont in 2011 after 36 years of service with several agencies including -Corrections, Mental Health, Human Resources, Transportation, & Human Services. He was elected in 2016 to the board of the Vermont Retired State Employees Association and chairs the by-laws committee. He was a 17 year former volunteer with the American Red Cross and is also a board member at the State's nursing home for veterans in Bennington (Vermont Veterans' Home), where he has served for seven years, is on the board's executive committee and chairs both the by-laws and nominating committees. He is also an officer (treasurer) at two separate boards of non-profit organizations in Chittenden County.
